History of Winchester Construction

Winchester Construction’s thirty years of experience in the construction industry have been in Custom Residential & Mixed-Use construction specializing in rough framing in the Santa Barbara, Ventura, and Los Angeles counties since 1979. Our homes in progress range from 5k to 10k square feet of extensive framing. Our workforces of experienced carpenters have been with us for more than 10 years and we pride ourselves on exceptional quality.

Winchester has become an expert in many types of framing that include multi-unit, high end residential, custom home framing up to 70,000 square feet, and exposed timber framing. We offer very competitive pricing, digitized takeoffs and a full line of lift equipment and machinery. Our experienced staff is very capable and will frame your project on time with exceptional workmanship.


Founder and Owner of Winchester Construction, Paul has 44 years of extensive knowledge and onsite experience in the construction industry. Paul began framing in 1966 while attending High School he then graduated from Pierce College with an Architectural/Structural Design degree. Paul was licensed in 1979 when he started Paul Winchester Construction.

Commitment to Quality and Safety

Winchester adheres to all legalities regarding insurance requirements and the owner/ general contractor receive the certificates of insurance in the format the client requires.

Safety at Winchester Construction is of the utmost concern on all jobsites. All employees are required to conform and have met or exceeded the latest safety requirements by OSHA by conducting weekly tailgate meetings, weekly tool and site inspections. Winchester has implemented a safety incentive program to honor and encourage our employees.
